Question regarding Space Shuttle allocation to the Orbiter Processing Facilities and Vehicle Assembly Building

Slightly dull question but I've been curious about this for some time: during the Space Shuttle Program, NASA had three orbiter processing facilities (OFP). Latterly these were allocated to Atlantis and Endeavour (in adjoining bays) and Discovery across the road, IIRC. Since the plan was to have four operational orbiters at any one time (excluding the prototype, Enterprise), as was the case before the Columbia tragedy, how were the shuttles allocated when on the ground bearing in mind there were only three OPFs?

Am I right in thinking that they'd be shuttled around (excuse the pun) as one was prepped for flight in the vehicle assembly building (VAB) and the others were overhauled? Or was one always stored in the VAB between flights while the others maintained their personal bays?
