What conclusions can we draw from the possibility of 'Non-terrestrial officers' that Gary McKinnon talked about?

My opinion on McKinnons statements: A lot of people would agree that the US Gov is up to no good. If ETs have good intentions then how come they would do something like this? This might suggest that ETs do not have our best interests at heart.
