What is the 'DVICE', or 'Digital Voice Interface Communications Equipment', used by NASA MCC during missions?

Trying to find some data on what is used to facilitate communication between all the various NASA centers during missions. As I understand it, DVIS was the old system that replaced the Apollo era VIS system, and DVIS has been replaced fairly recently by a commercial system, and is called DVICE.

Do 'outside' vendors/customers (such as SpaceX) use the same system or do they run their own show during missions?
