NASA Promotions

Hello. I was in intern for NASA this summer as a computer engineer. I graduate this spring with a BS in computer engineering and I am going to apply for NASA's Recent Graduate Program. I have some questions and I wanted to clear some things up.

1. What GS rank would I likely be as a recent graduate? I've heard everything from GS-6 to GS-9.
2. How are promotions usually handled? At what rate are engineers usually promoted? I heard that engineers are typically promoted two ranks at a time until GS-13, but I have not found any documentation to confirm this information.
