My criteria are:
- wants artificial gravity experiments ASAP
- wants private space tourism
- wants independent space colonies
- approves of private plans to visit Mars
- has good chances fiscally
- understands the waste of switching rockets in mid-critical path
- not a status quo candidate
- not tied to particular manufacturers of launch systems
- willing to support both asteroid and lunar laser ablation spectroscopy
- not on record in favor of space solar for terrestrial power
