I would like to preface this by saying that I have already contacted NASA on the matter, but figured I might as well ask around here as well.
In regards to the 2018 Strategic Plan, both section 3.1 and 4.2 mention developing new communications systems/technology. Is there any particular reason this topic is mentioned in two separate scenarios? Is the communication mentioned in 3.1 somehow different than when mentioned in 4.2 , or is this just a case of overlap?
