Why has NASA not colonized the Moon yet?

There is all this talk about space stations and Mars colonization but never the Moon.

To me it would make more sense to start with the moon and create a testing and training facility for future planet colonization's like Mars and so on.

And with the space station as a possible stopping point for a final check and for possible emergencies, the Moon seems much safer to start out with.

Just create a launch port at the space station for emergency vehicle to get to moon, a Cargo area at the space station to hold extra equipment and supplies that will go to the moon and so on.

The Moon honestly should be our first choice to Set up a facility and eventually colonize, but first mainly used to test out many designs of livable areas like living quarters, hydroponics bay and even gravity control options like a metal type floor with magnetic boots to allow a more controlled walk and so on.

Then when the Moon houses a truly and confident facility that can grow food, build future space vehicles, gravity is more controllable, then finally build living environments for tourists, people that want to live off Earth and the facility workers families.

Once all that is built and thriving, then we should really start pursuing other worlds to colonize or deep space explorations.

In my opinion, the Moon is the Key vocal point for future space exploration, with the fact that having a place on the moon means less worries about launching things into space and can actually build the sensitive equipment at the moon facility for a safe launch without earths oppressive gravity causing future problems or delays, only the materials need be launched, then rechecked at space station and sent to Moon.

Also with a Lunar facility, comes the fact that it would be easier to reach them in case of an emergency (Thus why having a mini emergency vehicle docked at the space station) and a Lunar facility would be much safer to test other power/fuel methods that otherwise could be disastrous if goes wrong on earth like anti-matter and Nuclear power.
