Logistics of using a shuttle to retrieve and transport air-to-orbit payloads to the ISS?

There have been air-to-orbit launches of micro-satellites but has that technology ever been tested as a cheap way to resupply the ISS? Would a shuttle or similar craft be able to intercept a small payload?
