Voyager 2 vs New Horizons

Voyager 2, Launched in 1977, Travels 2.7 billion miles to Neptune, at 35,970 mph, takes 12 years to travel to Neptune and send images back.

New Horizons, Launched in 2006, Travels 4.67 billion miles to Pluto, at 36,373 mph, takes 9.5 years to travel to Pluto and send images back.

Light-speed transmission takes a matter of hours, as I read it, so the distance/speed isn't adding up. How does a 403 mph difference make cut 2.5 years off of a trip that is 2 billion miles longer?

I thought maybe the discrepancy might have been in the transmission technology, in conjunction to an oversight somewhere else. Can someone who is smart help me find it?
