More efficient UFO tracking

I know you can probably get some dubious device online for this purpose, but I'm interested in the theoretical underpinnings of making it actually work. What kinds of correlations could you make with all the reports that might give you an idea of where/when to look?

On a related note, those familiar with the 'Oz Factor' (a form of high-strangeness that usually involves feeling like the world has gone super quiet during a UFO/paranormal event), do you feel any of those experiences could help in searching for one's own sighting? I don't believe the sense of quiet is anything as convenient as an actual absence of noise, but if it were then perhaps one could use audio equipment to identify 'hush zones' for example.

I'd be very curious if anyone has ideas about this to discuss, and if anyone has actually made progress with finding events by use of technology and detection.
