Because, well, there's really no hope we have for any sort of agreement.
It is extremely likely the heat death of the universe will come about before we meet a single alien, but the nature of the universe and the fact we exist guarantees their existence.
The thing is, it only guarantees that they exist. Not what exists.
They wouldn't be humanoid grayliens. No, to us they would be utterly incomprehensible, and vise versa. There wouldn't be so much as a chance we could communicate. All we could hope for is that both sides agree to a live and let live attitude, but the panic that would be caused on both sides' part by the notion that aliens exist would make that essentially impossible. Even if governments stay their hand, there will always be people looking to start a war, human or otherwise.
And that's what terrifies me.
