Highly speculative but after researching this topic, I've concluded that we are just a part of a scientific experiment carried out by another intelligence. Several factors have led me to this highly speculative post, but I believe you might benefit from it especially if UAPs are fully acknowledged and reliably identified.
Point 1 - The Earth 🌎 resides far away from the galactic center and likely is considered to be a raw natural resource and would likely be relegated as a preserve.
Point 2 - If a non human intelligence also evolved in our galaxy, it would likely occur near the center, perhaps there would be more variety of life forms in existence there also - and far far away from earth.
Point 3 - Perhaps a superior intelligence would likely reach a point where their raw count of individuals diminish to the point where reproduction is deliberate and precise. It may be a natural consequence of higher intelligence, instead of billions of members of a species there are perhaps only a few thousands which may be the reason for the apparent absence of them when we look through our telescope.
Point 4 - Without the drive for reproduction, an intelligence may exist in a stasis, with few interactions between different species and life expectancy and existance that may span thousands if not millions of years.
Point 5 - Assuming that the ultimate goal of these being in their stage of evolution is to learn more about the universe, not to reproduce, conquer worlds or make war,, then the only mystery left may be the same mystery that compound men the moment we could ponder the question - what is the purpose of our existence.
Point 6 - To study the deep topic/question would require the investment of planet level resources, and take millions if not billions of years to accomplish. There may be thousands of simultaneous experiments being conducted throughout the galaxy. Imagine the level of monitoring necessary to guage progress of the study.
Point 7 - A perfect lab would be an innocuous planet far away from exposure to other developing worlds. Who knows when the Earth may have been selected but I suspect it would have been near the Cambrian explosion - it is noted that many body forms appeared in this era but only a few made it through the bottle neck. Likely the rate of evolution is slower around these parts so the experiment called for some acceleration of the process as needed - wipeout evolutionary deadends, force ice ages to introduce evolutionary pressure.
Point 8 - I believe UAPs are apparatus of the experiment's monitoring system, and likely would be the mechanism to execute the termination of the experiment or make corrections to ensure the experiment remains on track. Either way. their existence is elusive, and they mostly unobservable - note most animal organisms on earth lack natural sensory appendages that would detect most EM signals beyond visible light (snakes, butterflies, inspects being exception). Human vision, and many other animals, being limited to a narrow wavelengths of light is a mechanism of control to ensure the experimentors do not influence the experiment.
Point 9 - The experiment doesn't want to be found out by us. Otherwise if we believe they are indeed here, and around the universe, then we would have seen them ages ago.
Point 10 - Perhaps the reason for the secrecy on this topic by governments in the know is a fear that the experiment would terminated in some form or another, basically, it is to our benefit to keep it going. Keep our heads in the sand, may mean our governments must continue the "act", by officially stating its not real, thus carrying on the tradition of unacknowledgement.
Point 11 - As stated earlier, a goal of the experiment may perhaps entail the use of another intelligence, of a sufficiently different background, and perspective, in order to develop an alternate answer to the deep question. It may be that the experiment may run until either the answer is arrived at or the subject of the experiment found out and thereforce have corrupted the experiment. Controls would entail masking the subjects from detecting existence of the experiment, as well as, containment of that lifeform to its lab. Any attempt of the subject to detect any other life would result in failure.
Point 12 - Disclosure may be accelerate conclusion of the experiment, be ready for what this may mean for humanity.
Point 13 - Because of the reason stated in point 3, the experiment may have been abandoned and only remnants remained of the experment's apparatus, perhaps some form of AI that may would not have sufficient independence to terminate the experiment following wide acknowledgement of them.
Point 14 - The experiment may have been reset in the past. Considering the cabilities of UAP, they could easily wipe us out, erase all signs of our past civilizations... a complete reset of the lands, forests, and start over. Human history, myths include references to many lost civilizations, who to say that we won't end up like them.
