Why does political affiliation matter when choosing the NASA administrator?

Sorry for posing a political question in this sub, but I just can't see the logic. Wouldn't experience within the field be considerably more useful? For example: the people who have previously worked on and overseen major projects such as Hubble or the ISS probably have lots of experience as managers.
