Help identifying alleged tech. components that worked their way out of man's head who claims to be a time traveler and is in fact retired Air Force.

I have some sort of electronic component that a man sent to me i the mail and he believes that they controlled him and that thisparticuar device is the component called the Tesla Chip. Where do I take this to find out that it's out of a hairdryer circa 1978? j/k. The odd thing is that I am writing a book about a group of Humans from the future called The Last of the Future Humans just as he contacts me and claims he is a time traveler and abductee due the tech. in this chip. He has the other at home. There were two he clais. I need to post a pjc, and will, but does anyone know anting about The Tesla chip as he also claims is the same as this kind of tech.
