Both Roskosmos and ESA are state sponsored commercial entities, not really a government agency or a corporation or any space program. It has been the NASA contracts with SpaceX that have made its volume launch economics profitable. Both Roskosmos and ESA were spun off their countries' to provide national security needs and to become self funded through export profits. Neither Roskosmos or ESA have any space program plan, just generally tag along with whatever NASA comes up with. With Brexit, ESA loses England along with BAE, England supposedly developing their own space program. Roskosmos has plans and dreams up the Soviet Union wazoo, but Czar Putin cut their state sponsored funding by well over 50% from Soviet Union levels, while not providing any new plan. Both Roskosmos and ESA Next-gen Launch systems are 3 to 4 times the launch cost of a SpaceX launch plus having massive logistics costs like the ESA only launch site is Guyana, and Vostochny Cosmodrome is out in Siberia. Arianne 6 looks good but looks like a Ferrari when only a crossover SUV is needed. Angara 6 looks like it is years away and already obsolete due to each booster being its own liquid fuel rocket engine plus fuel tanks, one use and throwaway.
There is a major crisis developing for both Roskosmos and ESA, made even worse by what is going on. Roskosmos is rife with corruption and Brexit for ESA.

Remember, SpaceX is an American Corporation operating on American soil, with products made by Americans, employing Americans.
