JPL always rejects my job application even though I meet all the job requirements and live 5 minutes away. Is it because I didn’t go to Caltech or intern for them when I was in college?

What gives? Software Engineer with 8 years work experience. Do they screen out applicants based on some criteria I don’t know if?
