Who will reveal to the public the ET presence first: A Human government OR the ET's themselves?

At this point, I feel it will at first be the ET's who will make it undeniable for the majority of the worlds population that they are visiting Earth, forcing a Human government to make public announcements.

It wont be a Human government, IMO, that willingly lets it's citizens aware of the ET reality.
