If we try to understand their body structure based on the descriptions provided from different encounters, they all have shared some common features like big black eyes(which tells us that maybe they have been born at a place where light intensity is least as compared to ours), small height(it shows they might have been living under more G-Force than us), least muscles and also whenever they were seen outside of their spaceship, many times they wore black suit( that could be to avoid light sensitivity arising due to their natural dark habitat) and all this can be compared so easily with the ocean.
Theories that could fit seeing this :
1) They are from such a planet where there is no land and their evolution has taken place under water. But I find it hard imagining they could have developed such intergalactic travelling technology living under water.
2) They might be us from future and they live under ocean because maybe due to climate change we might have submerged all of the land under water.
