Suppose an alien species is engaged in planetary takeover (as described here https://www.reddit.com/r/aliens/comments/qo59s8/best_argument_against_planetary_takeover_and), then this seems like the best way to complete the end stage:
- pick a country with both a top down power structure, and the potential to be the main superpower
- place a telepathic hybrid near top players (such as Xi Jinping)
- organise all state activities for rapid expansion to become THE world superpower
- create nuclear deterrent and anti nuke systems
- apply same top down power structure to rest of the world
- wipe or phase out most humans
