In your opinion, following the theory that extraterrestrial or ultraterrestrial life want to make contact with humanity, why haven't they done so yet?

What are they waiting for? Many say humanity isn't ready yet, but will we ever be ready? We're intelligent apes and act violently a lot of the time, do these lifeforms believe we'll ever change?

Are they restricted to make contact by governmental control here on earth or by some kind of law across the universe that all intelligent life forms abide by?

Basically, what's the hold up?
