Because if they are they could be left waiting.
If there is some extraterrestrial life, are they observing us and waiting until we unite as a planet? At which point official contact would be made globally and an offer to join the galactic community put to the planet.
Just a thought I had today but with the current state of the place I don't see it happening in my lifetime. One can always hope.
