While the atmospheric environment conditions at such elevations as described by NASA for their planned venture to Venus seems like a plausible explanation–I still think there is more to be said or offered.
Given the density of the atmosphere and the rich co2 content i’d say NASA should seed the clouds or atmosphere of Venus with algae.
Would the generated oxygen rise above the dense co2?
Cloud cities with open breathable air on Venus?
