How do we convince our leaders to disclose about other beings?

Hypothetical: Let's assume people in leadership, in multiple countries, are aware of other beings. Let's say they've been contacted for years and have tried to keep this secret from the masses fearing panic, disruption of society and loss of power. Our leaders have been assured by these other beings that we are protected by them. Treaties have been agreed upon, so they are not considered a threat by our leaders. Yet our leaders insist that the advanced beings remain hidden from the population at large until such time that our leaders feel that humanity is ready. The aliens agree to our leader's terms and remain officially hidden, effectively quarantining us from their direct presence. If all of this is the case, (as many people in government who have come forward with their stories have said), how do we, regular citizens, convince our leaders to disclose what they know? Should we even try? I believe strongly that we should. In this hypothetical scenario, the options as I see them are:

1. Try to change the laws to require disclosure by lobbying our elected representatives.

2. Shame them by using their own words promising disclosure against them. (Before becoming president, Gerald Ford promised, Jimmy Carter promised, Ronald Regan promised, now Hillary Clinton promises).

3. Out them...encourage civil disobedience by those who have signed non-disclosure documents about other beings to reveal what they know.

4. Hackers and insiders could distribute verified proof anonymously through the media informing the public until the leaders have no choice but to answer about it.

5. Ask our representatives to hold hearings about this cover up and subpoena government officials to testify under oath.

If these beings are not a threat, then why hide them? National security is an omnibus word people in power use whenever they want to control information. Ronald Regan talked about wanting to share star wars defense systems with other governments. Did he know of a credible threat? Wouldn't it be better to work together if there is? And if there isn't, wouldn't it comfort us to know we have strong allies with advanced technology who will defend us?

I want to move past, the "do you think they exist?" phase and enter the next one. Who are they, and how does it affect us? I believe we're ready for answers. Here are some quotes from various people in the know:
