What requirements should aliens have to have for you to consider them “advanced” or “intelligent”?

After reading an old article on what aliens would like- https://nypost.com/2018/02/24/heres-what-aliens-probably-look-like/amp/ Michio Kaku says that three things would make an alien species “intelligent”

  1. “The aliens, like humans, would have stereo vision, which allows eyes to compare images and track distance — a necessary feature in predators, who hunt and track their prey.”
  2. “The aliens would have some form of opposable thumbs or grasping appendages, necessary for hunting prey and creating tools”
  3. “They would also need to have language. “In order to hand down and accumulate essential information from generation to generation”

If we do find aliens they may not be intelligent. They may be our equivalent of an animal, a rabbit, a deer, a bird etc. This would be an incredible find but we would probably not consider these aliens “advanced”.
Some things I would say an intelligent alien species must have to be considered so is-

  1. Some form of structures. For example, houses, buildings, skyscrapers etc. This would show that these aliens know how to use resources to benefit themselves.

  2. Some form of leadership structure. A system where there are rulers of the species and a full on government which would likely contain a leader, possibly a legislature, military/police force etc.

  3. The society would have to have workers. Most of the aliens would have some form of job where they are put to work. That can range from anything from hunting and farming to being a scientist or philosopher.

What do you all think of this? Do you have any requirements for aliens to be considered intelligent?
